The Istanbul Metropolitan Municipality (IMM) is the local government serving a population of more than 16 million. In the city with the largest population in Türkiye and Europe, it operates in key service areas such as public transportation, environmental protection, energy, waste management, water resources, green spaces, and urban planning; it aims to integrate climate change mitigation and adaptation policies into all municipal services.
As one of the 100+12 cities selected under the European Union’s Climate-Neutral and Smart Cities Mission, the Istanbul Metropolitan Municipality (IMM) is implementing innovative projects and international collaborations aimed at reducing greenhouse gas emissions, developing sustainable and low-carbon transportation systems, increasing energy efficiency, promoting nature-based solutions, and strengthening climate resilience.
Istanbul has developed numerous strategic plans and initiatives in line with climate change mitigation and sustainable development goals. Under the Climate Action Plan (CAP), the city aims to reduce greenhouse gas emissions and adapt to climate risks. The Sustainable Energy and Climate Action Plan (SECAP), prepared within this framework, focuses particularly on increasing energy efficiency and the use of renewable energy sources. Istanbul’s Green City Action Plan (GCAP) is a comprehensive roadmap supporting the city’s sustainability goals, offering concrete strategies in areas such as reducing energy consumption, lowering carbon emissions, promoting clean technologies in transport, and increasing green spaces. It emphasises priority investment projects in these areas. Istanbul is also one of the pioneering cities participating in the NetzeroCities EU Climate Neutral and Smart Cities Mission. In line with this mission, the city’s climate neutrality commitments have been outlined, and action and investment plans have been prepared to accelerate these actions. All of this has been submitted to the European Commission as the CCC (Climate City Contract), and as a result of the evaluations, Istanbul became one of the cities awarded the ‘EU Mission Label’.
Organisation role in the consortium
Istanbul Metropolitan Municipality (IMM) is one of the follower cities in the DynamiCity project. The goal is to promote active micromobility in Istanbul through incentive mechanisms, data-driven decision support systems, and inclusive infrastructure investments; and to use the experience and data gained to develop sustainable urban transportation policies. This will contribute to reducing greenhouse gas emissions as part of the city’s efforts to combat climate change and net zero city target.
